The candidates for the 2015 AAWRE Board of Trustees are: Deborah Lee, P.E., P.H., D.WRE, M.ASCE for President-Elect; David Campbell, P.E., D.WRE, M.ASCE, Dale Jacobson, P.E., BCEE, D.WRE, F.ASCE, and Vijay Singh, D.Sc., P.E., P.H., Hon.D.WRE, Dist.M.ASCE for At-Large Trustee. The term of service will begin this October thru fall 2018.

President-Elect Nominee

Ms. Deborah Lee, P.E., P.H., D.WRE, M.ASCE has more than 30 years of professional experience in water resources research and management with the U.S. Army Corps of Engineers (USACE) and the National Oceanic and Atmospheric Administration (NOAA).  Ms. Lee is the current Director of the Great Lakes Environmental Research Laboratory, of the National Oceanic and Atmospheric Administration in Ann Arbor, MI.  Ms. Lee is a member of the federal Senior Executive Service and has held senior leadership roles with the USACE as the Acting Regional Business Director and Chief of Water Management for the Great Lakes and Ohio River Division.  Her experience ranges from operating and maintaining large-scale water resource infrastructure to directing innovative research on dynamic ecosystems.  Prior to her current role at NOAA, as Chief of the Water Management Program at USACE, Debbie had oversight responsibility for an $18M program with approximately 78 technical positions managing 79 multi-purpose reservoirs, the Ohio River and the Great Lakes.  Her program included all policy and technical activities employed in river, reservoir, and lake regulation.  She directed lower Ohio and Mississippi River reservoir flood management operations in accordance with Section 7 of the 1944 Flood Control Act under the auspices of the Mississippi River Commission and operated the Ohio Valley reservoirs during the record 2011 Greater Mississippi River Basin flood.  To view full bio

Debbie's statement of service:

I was nominated for the D.WRE through eminence in the American Academy of Water Resources Engineers in 2010 and actively served on the AAWRE Board of Trustees from 2011 to 2013.  I currently serve as the Chair of the Marketing Committee and have led the effort in revising sections of the AAWRE Bylaws, AAWRE Business and Marketing Plans.

As water resource issues become more complex and engineering for sustainability and resiliency is paramount, I believe AAWRE can ensure a global cadre of Board Certified Water Resources Engineers to lead and address these challenges.  As President-Elect, I will lead to ensure that the Academy promotes excellence in leadership by elevating the professional practice of water resources engineering through advanced certification, continuing education, and ethical practice.

At-Large Trustee Nominees

Mr. Dave Campbell, P.E., D.WRE, M.ASCE has nearly 40 years of experience in dam engineering and water resources development planning. His expertise includes a wide variety of services related to dams, including planning studies, investigations, analysis, design, and construction. As Schnabel’s Director of Dam Engineering, Dave provides quality oversight, dam and spillway project decision guidance, and staff mentoring. He is in responsible technical charge of dam investigation, remediation, and design projects throughout the firm. He is also intimately involved in a number of projects, either as project officer, as a key design team member or as a senior reviewer. He has been licensed since 1982, and is a member of ASDSO, USSD, AWWA, IAHR and has been an AAWRE Diplomate since 2012.  He was a founding member of the ASDSO Affiliate Member Advisory Committee; founding Technical Editor of the ASDSO newsletter; and founding Chair for the Mid-Atlantic Region’s Counsel for Safe Dams. Dave has authored more than 30 papers related to hydrology, flood damage mitigation, spillways, dam engineering and water supply planning, including a keynote for IAHR’s 4th International Symposium on Hydraulic Structures (Porto, Portugal 2012). In addition, Dave was selected as one of four senior reviewers to perform a comprehensive, nationwide peer review of the United States Army Corps of Engineers Dam Safety Program (2013).  To view full bio

Dave's statement of service:

From a personal perspective, I offer technical and character lessons learned over nearly 40 years of engineering practice. Hydraulics, hydrology and water resources development have always reflected my deepest passions within engineering.  AAWRE Diplomate status is very meaningful to me.

I am eager to directly help in furthering AAWRE’s goals and objectives, and assisting in developing additional program perspectives as AAWRE grows. In particular, I believe I have ideas to contribute towards growing our membership, increasing our professional visibility, broadening understanding of the Diplomate value proposition, and providing outreach to our sister organizations to collaborate on issues of common interest and benefit.

Mr. Dale Jacobson, P.E., BCEE, D.WRE, F.ASCE is the founding principal of DD Consulting, LLC of Omaha, Nebraska a water resources and environmental consulting firm.  He is currently serving the last year of his 3-year term on the AAWRE Board of Trustees as an At-Large Trustee.  He is a registered professional engineer with 42 years of engineering experience in water, wastewater, water resources, ground water, solid waste and hazardous waste projects.  He has served as Project Principal or Project Manager for numerous significant projects during his career.  Mr. Jacobson has been active in numerous national and international professional and technical organizations throughout his career.  Current service includes Board of Trustees of the American Academy of Water Resources Engineers (AAWRE), Board of Governors of the World Water Council, International Council of the American Water Works Association (AWWA), International Committee of the Water Environment Federation (WEF), and Dale has served on the Governing Board of the Environmental & Water Resources Institute (EWRI) of ASCE for eight years culminating in the office of President (2009).  To view full bio

Dale's statement of service:

I have been an ardent supporter of specialty certification for many years, first achieving specialty certification with the American Academy of Environmental Engineers (AAEE) some 25 years ago.  ASCE, as one of the founders of AAEE in 1955, holds a seat on the board of AAEE. I was privileged to be appointed to represent ASCE on the AAEE Board of Trustees for two terms.  In the early 2000’s, I chaired ASCE’s Task Committee that resulted in the formation of Civil Engineering Certification, Inc., the home of specialty certification within the ASCE organizational structure.  I subsequently served as the founding President of CEC, Inc. and on the CEC board during the formation of the American Academy of Water Resources Engineers as well as the other CEC academies, the Academy of Geo-Professionals and the Academy of Coastal, Ocean, Port & Navigation Engineers.

I also represented CEC on the Council of Engineering and Scientific Specialty Boards, the accreditation body for technically oriented specialty certification programs.  I have a thorough understanding of specialty certification and believe that I can contribute to the goals of improving the practice, elevating the standards, and advancing the profession of water resources engineering.  Professional certification has a significant role in ASCE’s “raise the bar” initiative.  I am committed to furthering the role of AAWRE through membership growth of the academy with qualified and motivated Diplomates while maintaining the academy in a strong and sustainable financial position.  Another goal is to grow the Academy through recruitment of qualified engineers from other countries where there has been considerable interest expressed in specialty certification.  I would be honored to (continue to) serve on the Board of Trustees of the American Academy of Water Resources Engineers.

Dr. Vijay P. Singh, Ph.D., D.Sc., P.E., Hon.D.WRE, F.EWRI, Dist.M.ASCE is the current Caroline and William N. Lehrer Distinguished Chair in Water Engineering at Texas A&M University, in College Station, Texas, where he also serves as a distinguished professor with the Department of Biological and Agricultural Engineering and Zachry Department of Civil Engineering.  Dr. Singh is a world-renowned expert in the fields of kinematic wave theory and entropy theory, and in hydraulics and physical hydrology.  For more than 40 years, Vijay has dedicated his scientific and intellectual efforts to the betterment of humanity through national and international contributions to water resources engineering.  Dr. Singh has received numerous honors, awards, and fellowships, including honorary professorships and foreign memberships from universities, national academies, and government entities representing several European countries, India, China, Australia, Canada, and Mexico.  Dr. Singh is an editor at numerous water-related journals and served as editor-in-chief of ASCE’s Journal of Hydrologic Engineering.  The research he pioneered in entropy theory in hydrology has become the roots that have nourished collaboration with distinguished scientists and engineers from 15 countries, representing every continent of the world.  His hundreds of published articles, textbooks, and book chapters have had a significant educational impact, making him sought after as a keynote speaker the world over.  Vijay was recently elected to ASCE’s 2015 Class of Distinguished Member for his notable contributions as an outstanding leader in the engineering profession and in 2014 was honored by EWRI with the Lifetime Achievement Award.  To view full bio
